The result is that anyone can meet the required standard merely by diluting the waste water with clean water. Since the cost of water in most countries are very low, it makes more economic sense for people to dilute the sewage or other waste water or industrial effluent than to treat it to meet the standards, well if you go deep into the subject, you will know this is how environmental officials are wood winked in many cases.
Water once used is generally thrown away without any further use, even if it can be reused. Segregation of sewage into clean water (that can be reused), is not commonly done.
